Librarian Strongly Supports Filtering Legislation; Notus Public Library Director Jo Ellen Ringer Tells It Like It Is

I am probably the only librarian in Idaho that totally supported the filtering legislation. I made my legislators aware of my career and my backing of the bill.
Every librarian knows full well that non-filtered computers are used for pornographic purposes. No one denies it. I have yet to encounter the person who is doing breast cancer research, thus needs filter turned off.
Why should public tax dollars go to support porn addicts? That is the bottom line, not freedom of information. Is porn information? NO!
I have seen men publicly masturbating while viewing porn on library computers. When I reported this to my supervisor (at Nampa, ID library), I was told it was none of my business. I wondered if it became "our" business if he sexually assaulted some child in the library bathroom after this viewing.
I expressed my views to the Idaho Library Association and was quite disappointed that they chose to fight filtering. All filters can be turned off NOW for legitimate research.

Maybe it is time that librarians and library directors rise up and speak out about what they know to be true. I will make that happen as best I can. Teen Library Volunteer Raped in Library Bathroom

The 17-year-old who said she was sexually assaulted last summer in the men's restroom of the Troup Municipal Library told a Smith County jury on Tuesday that following a Tyler man there at his request "was not a smart thing to do."
Brandon Deonteri Prestidge, 25, who is charged with sexual assault of a child under 16, is accused of fondling and then raping the young girl, who was 16 at the time, after he asked her to follow him into the restroom. The sexual assault allegedly happened inside of a locked stall where the girl said Prestidge, who was then 23, took her after he heard a noise outside of the restroom door.

The teenager, who was volunteering at the library on July 31, described the sexual assault in detail to the jury, saying she knew that what was happening to her was "inappropriate" and "wrong" and that she did not want the assault to happen.
After the incident, the girl testified that she went into the women's restroom to clean herself and left the library without telling anyone there what happened.

Under cross examination, Haley asked the girl why she did not tell anyone at the library or the police what had happened to her.
"I wasn't thinking about that, I just wanted to get away," she responded.

The girl said she knew it was wrong, but she didn't know why she didn't tell Prestidge to stop. "When I left the men's room, I felt like it was my fault," she testified.

I am still investigating whether this library rape is related to library policy and/or computer usage. The media reports I have seen make no mention one way or another. And the library's web site is sparse. Only the following is of possible relevance: "The library will not restrict a patron's access to library materials due to age." That is a sure sign the library follows American Library Association [ALA] diktat and may be an anything-goes library, though it does not have to be that way.
In the meantime, the above story caught my attention, and I am aware of potentially significant background information that I simply cannot source at the moment, so I will not publish it now.
I am certain the ALA will do absolutely nothing to assist the teenage library volunteer rape victim or others similarly situated. Neither will it even bother to write about it anywhere. The ALA has not responded to a call to start tracking library crime—tracking parents who try to keep children from inappropriate material is what's important to the ALA. And let Texas try to correct an imbalance in public education, then suddenly the ALA comes alive, even using plagiarism to get involved in a non-library matter. A West Side teen is accused of raping a 10-year-old boy at the Hilltop Branch Library Tuesday.

"It kind of scared me in a way knowing that I have kids and they like to come here," said library patron Tony Tucker. Tucker said he goes to the library as many as three times a week.

The Sound of Silence: Another Rape in Another Library Bathroom, This Time in Enid, OK, and the Library is Mum
And the sound of silence? It's from the library. "Library Director Michelle Mears said the library did not have a comment about the incident and referred inquires to Enid Police Department or the city attorney’s office."
Art Garfunkel talked about the "inability of people to communicate with each other. [W]hat you see around you is people who are unable to love each other." And he named a song "The Sound of Silence."
Now that silence has come to Enid, OK, but it is not that the library director is unable to communicate, rather she refuses to communicate. Who or what is she protecting? I have a hint:
I was involved in another matter in this community five years ago when there was a problem with "registered sex offenders ... using library computers to contact minors." I spoke with law enforcement there and learned American Library Association [ALA] policy was being applied to block law enforcement efforts to apprehend registered sex offenders! For my involvement in the matter I was incorrectly labeled by the ALA as "antipornography," an obvious attempt to deflect attention from the real issue. The ALA wrote the article to make it appear I opposed allowing patrons to read email, when I actually opposed the library blocking law enforcement efforts, something the ALA regularly encourages. For all I know, the library is still blocking law enforcement to this very day.
Now a child is raped in the library's bathroom. Is it any wonder we hear the sound of silence from Library Director Michelle Mears?
ENID — Enid Police Department detectives arrested a 24-year-old Enid man Thursday on complaints of having sexual contact with a 14-year-old girl in April at Public Library of Enid and Garfield County.
Detective Sgt. Dustin Albright said the girl reported to police Tuesday she had been sexually assaulted by Joseph Hoff on April 19. The girl also told police there was another incident involving Hoff but she did not recall the specific date it occurred.
Albright said the girl had told detectives she had known Hoff for about a year.
Detectives arrested Hoff, 318 E. Ash, Thursday afternoon on complaints of sodomy, lewd molestation and second-degree rape.
During an interview with detectives, Hoff admitted to some of the allegations the girl made but denied others, Albright said.
Library Director Michelle Mears said the library did not have a comment about the incident and referred inquires to Enid Police Department or the city attorney’s office.
Charges had not been filed against Hoff Friday afternoon, online court records show.

Gay Cruising in Public Library Bathrooms

Call me jaded but I’m really not shocked by this. I’d be more shocked if you could find a men’s room in a library where there weren’t guys rubbing one out.
Libraries aren’t safe places for children to be alone, and sex in the bathroom is just the tip of the iceberg as to why. The blog Safe Libraries should be required reading for every parent.

Police there arrested one 46-year-old James Michael Stewart after he allegedly posted an ad seeking anonymous sex in the library's rest room.

Police said the patron then said, “By the way, I responded to the ad and the guy is already there.”

Another Rape in Another Library Bathroom: Solon, OH
Another rape in another public library bathroom. It keeps happening again and again. I'm almost in tears for the victims of these crimes, most if not all occurring after porn viewing on library computers, most in libraries that refuse to use Internet filters because the American Library Association [ALA] directs them not to. Adherence to ALA policy trumps local control, and local children suffer.Philadelphia, PA. Des Moines, IA. Brooklyn, NY. North Adams, MA. Newark, NJ. St. Paul, MN. Etc.
Now Solon, OH. In the Solon Public Library. In the bathroom. The "family restroom." A teenage girl. Raped.

The library incident is reported as a rape with threat of force. .... At the library, they now keep the family restrooms locked."
And what a coincidence—the library adheres to ALA policy! Then the library outright lies: "The Library cannot control and is not responsible for the content o[f] the Internet." Yes it can, with Internet filters such as those described in US v. ALA. But I found no reference to filters whatsoever on the library's web site. I do not believe they are being used, precisely due to adherence to ALA policy.
This looks like another case where the significance of library policy goes right over the heads of the media. I cannot tell from the article if a lack of filters contributed in any way since there is no reporting on that topic one way or another. I urge local police and media to investigate whether Internet usage was in any way involved in this matter. The last time I recall making this suggestion I was proven correct.
"The user agrees to hold the Library harmless from any claims, losses, damages, obligations, or liabilities relating to the use of library computer...." But the raped girl is not "the user" and her family will not "hold the Library harmless." Quite the contrary. If my advice is sought in this matter by the girl's family attorney, I will be happy to assist.

Sex in Public Library Bathrooms Results in Nation's First Full-Time Psychiatric Social Worker Stationed in a Public Library
The bathrooms often have proved downright scary, with people doing drugs, bathing in the sinks and having sex in the stalls. .... But the library has, well, begun to turn the page on the problem by hiring what is believed to be the country's first full-time psychiatric social worker stationed in a public library.
The country's first full-time psychiatric social worker. Look, they had to hire someone just to watch the bathrooms:
Melvin Morris recently became the first one hired by the library to work up to 20 hours a week for $12 an hour monitoring the restrooms to make sure they're clean and safe. ....
The bathrooms, one person wrote, "have changed in a good way."
Well, that's a relief, so to speak. Two workers hired just to patrol for library crimes, as well as for laudable goals.
San Francisco libraries do not filter the Internet. Might this refusal to filter have anything to do with the crime in the library? Might filters go a long way toward reducing the need for two employees patrolling for crime? This looks relevant from See For Yourself:

HE WAS arrested for performing oral sex on a 6-year-old boy in a library toilet.
After Chan Kok Weng, 29, was charged for the offence, he was sent for a psychiatric assessment.
And that was when he made an explosive confession - he had been preying on young boys for about 15 years.
Chan told Dr Stephen Phang, senior consultant psychiatrist at the Institute of Mental Health (IMH), that he had been a sexual predator since he was in Secondary Two.
He would seek out primary schoolboys at public places and perform oral sex on them.
Chan revealed to Dr Phang: '(I) always target young boys, less than 10 years old or 11 years old because it's the easiest target. Most of them are Chinese... it's easier to communicate with them'.
He also said that he usually targeted 'primary school boys because it's easier to get trust from them.'
When he found a 'target', he would 'look out carefully, and plan carefully, before I did the thing, is he alone, or any adults accompany with him... if this happen, then I will not go, because I don't think I can succeed.
'Because there's someone with him. One thing is, they'll call the police. And the person there will not accept this thing.'
The driver cum deliveryman claimed that it all started when he was in Primary One after an older schoolmate in 'Primary Five or Primary Six' did it to him.
While in Secondary Two, Chan began to do the same to younger boys, so much so that 'this practice has become his sole outlet for sexual arousal and gratification', wrote Dr Phang in a psychiatric report submitted to the court.
This continued until last year when Chan was caught after sexually abusing a preschooler in a toilet at the Yishun Community Library on 27 Apr.
Chan pleaded guilty to one count of sexual penetration of a minor on Thursday. He was jailed for 12 years and given 12 strokes of the cane yesterday.
Chan had gone to the library after lunch to look for 'targets' - young boys going to the toilet alone.
When Chan saw a 6-year-old boy about to enter the toilet alone, he immediately went inside to wait for the boy.
Once the boy stood in front of a urinal, Chan approached and got him to remove his shorts and underwear.
He then lifted the boy with his left hand and molested him.
Next, he took the boy into a cubicle and performed oral sex on him.
When he heard the boy's mother calling for the boy, Chan was afraid and helped the boy put his clothes back on. He opened the cubicle door and let the boy out.
He also helped the boy to wash his hands. It was this very act that gave Chan away.
When the boy met his mother outside, she noticed that his hands were wet. Knowing that he could not reach the tap, she asked if anyone had helped him to wash his hands.
That was when the boy told his mother about his encounter with Chan.
His mother immediately informed a library officer who got a male library helper to check the male toilet.
He found a toilet cubicle occupied but did not receive a response when he knocked on the door.
Chan eventually emerged from the cubicle and was identified by the boy who was waiting outside the toilet with his mother.
Chan was arrested by the police the same day.
He told Dr Phang that he had performed the sexual act on the boy because 'I want to know the feeling of enjoyment. To feel that excitement'.
While Chan was aware that what he had done was illegal and against social norms, he said: 'I'm doing this for very long, and it's enjoyable, and I think I never cause any harm to the person.'
He said he did not have any 'abnormal experiences' at the time of the offence but claimed to 'have heard 'voices' located within his mind for many years, instructing him to search for more 'victims'.
And although he had a girlfriend for a number of years, the purpose of their relationship was to 'cover up' his 'true sexual preference/orientation'.
Chan said that sex with his then-girlfriend 'don't have that kind of feeling which make me happiness'.
He said that sexual intercourse with his girlfriend was 'to satisfy her' rather than for his own sexual gratification.
Chan told Dr Phang that he surfed paedophile websites 'about three to four times a week'. These websites featured mainly 'young boys'.
Chan confessed that he lived out his deviant fantasies and engaged in such behaviour 'sometimes few months once, and only Saturday and Sunday' as he was busy at work on weekdays.
His family were completely in the dark about his deviant sexual urges and practices. Dr Tommy Tan, a psychiatrist in private practice who took the stand for the defence, said that it was 'only after his arrest that he told his parents about his (sexual) tendencies'.
Chan's father had also told Dr Tan that his son had a girlfriend for between four and five years when he was in secondary school and the Institute of Technical Education. They broke up when Chan was doing National Service.
In her written mitigation, Chan's lawyer, Mrs Christine Sekhon, said that her client had been very stressed during the period of the offence due to his mother's hospitalisation.
His mother had a gallstone operation a few days before he committed the sexual act on the boy.
Chan's father said his son was 'very stressed having to drive his father to and fro from their home in Yishun and Changi General Hospital'.
Mrs Sekhon urged the court to take into account that Chan had 'cooperated so fully with the police that he even made a clean breast of his previous sexual urges relating to other young boys...'
She urged the court to impose the minimum sentence of eight years jail and 12 strokes of the cane.
But Dr Phang, speaking for the prosecution, said that Chan 'represents a very real risk of danger to potential future victims, which he has admitted he selects at random'.
He told the court that the intensity of Chan's paedophilic urges were so strong that he had actually ejaculated the night before one of his interviews with Dr Phang.
Dr Phang, who has seen many sex offenders in court, said this was 'the first time I've ever seen a sex offender in the mood to entertain sexual fantasies even while on remand. Most of the time, I find that this is the furthest thing for a sex offender who has been remanded.'
He said Chan 'was not of unsound mind' at the time of the offence. He added that he was of the opinion that Chan is an 'invariant, exclusive, homosexual paedophile'.
He explained that an 'invariant' paedophile is one who is 'primarily and preferentially engaged in sexual activity with prepubescent children. In other words, the invariant paedophile has no real interest in sexual activities with adults.'
Deputy Public Prosecutor Kan Shuk Weng said the facts of Chan's case were 'more aggravating' than those in the case of Selvaraju Jayaselvam who had been convicted of the same offence on 30 Mar this year. Selvaraju was sentenced to 10 years' jail and 12 strokes of the cane.
DPP Kan sought a sentence that would be no less than the one imposed on Selvaraju.
In sentencing, Justice Kan Ting Chiu said it was clear that Chan had 'from the earliest time admitted to the offence and you have been open again from the earliest time to explain your condition about your deviant conduct... some credit must be given to that.'
But Justice Kan added Chan had been 'engaged in these sorts of activities for a very long time, in a planned, premeditated and in the prosecution's words, predatory manner and in that sense you have been a real danger to young boys...'
The judge also said: '... both psychiatrists agree that you are an exclusive, homosexual paedophile and that the prospect of recovery even with psychodynamic psychotherapy is not good.
'And we have just realised that after today, you will not even be in an environment where you will be able to receive such therapy because you will be in prison, and not IMH where the resources are available.'
For committing sexual penetration of a minor, Chan could have been jailed for 20 years and given 12 strokes of the cane.

P-rn Viewer Molests Child in St Paul Public Library
Safe Libraries reports on this again and again and again and the American Library Association [ALA] only cares that such stories may start getting people to think--the ALA's anything-goes policies are wrong and people should see if the ALA has effective control over their own local public library. The ALA goes out of its way to downplay these stories, effectively removing them from the library community radar screen, but that's something I may take the time to prove in the future.
That said, the Saint Paul Public Library does filter the Internet in accordance with CIPA, although that is a conclusion I reached merely by reading the news, watching a news video, and reviewing the linked policy. So if the p-rn viewer asked for the filters to be removed, there might be other issues at play that are not yet presented by the media reports. For example, was the library aware that his granted request was being used to view p-rn, and what resulted.

Witnesses tell police the man was using the computers at the library on
After approaching two other girls, police say the man followed the alleged victim to a basement restroom where he touched her in a s[-]xual manner.

Scouring computers
For now, the six computer stations are out of order while investigators look at the usage history with hopes of tracing the suspect.
It’s unknown exactly what the man was looking at on the computer, but access is logged through library cards and available websites are filtered.
Library security
While there are no surveillance cameras at the library, there were already plans in place to have them installed.
Police are checking in with 19 known s[-]x offenders in the area, but no one is in custody.
Suspect description
The suspect is a white or Hispanic male in his 20s, approximately 5’7 tall, with stubble or a slight beard and a pot belly. He was last seen wearing a gray shirt and blue jeans.
